1. Dispositions Générales

1.1 Objectif de la Compétition : Cette première édition du Festival est dédiée au court métrage africain. Elle vise à mettre en lumière les talents émergents du continent.

1.2 Organisation : Le festival est organisé par le Commissariat du Festival Culturel International du Court Métrage de Timimoun sous la tutelle du Ministère de la Culture et des Arts d’Algérie.

1.3 Acceptation des Termes : La participation implique l’acceptation pleine et entière du règlement.

2. Conditions de Participation

2.1 Critères d’Éligibilité : Compétition ouverte aux réalisateurs africains ou productions majoritairement africaines.

2.2 Production Récente : Films produits dans les 24 derniers mois. Films déjà diffusés en Algérie ou en ligne non éligibles.

2.3 Catégories Acceptées : Courts-métrages de fiction et documentaires de 10 à 40 minutes.

2.4 Sous-titres : Sous-titres obligatoires en français, anglais ou arabe.

3. Modalités de Soumission

3.1 Période de Soumission : Clôture selon la date indiquée sur le site officiel.

3.2 Frais de Soumission : Gratuit pour cette édition.

3.3 Documents Requis :

  • Formulaire de soumission rempli
  • Synopsis et biographie du réalisateur
  • Fiche technique et copie du passeport

4. Sélection et Notification

4.1 Processus de Sélection : Sélection selon critères artistiques et techniques.

Terms & Conditions

First Edition of the Timimoun International Short Film Festival

1. General Provisions

1.1 Objective of the Competition: This first edition of the Timimoun International Short Film Festival is dedicated to African short films. The festival highlights emerging talents from the continent, promoting exchange among African creators and film industry professionals.

1.2 Organization: The festival is organized by the Commission of the Timimoun International Short Film Festival under the auspices of the Algerian Ministry of Culture and Arts.

1.3 Acceptance of Terms: Participation in the competition implies full acceptance of these rules. Non-compliance with the terms may result in immediate disqualification.

2. Eligibility Requirements

2.1 Eligibility Criteria: The competition is open to short films directed by African filmmakers or produced by teams with majority African involvement.

2.2 Recent Production: Only films produced within the last two years (24 months) preceding the festival date are eligible. Films previously screened at other festivals in Algeria or available online are not eligible.

2.3 Accepted Categories: The competition is open to short fiction and documentary films, with a duration of 10 to 40 minutes, including credits.

2.4 Subtitles: All films must be submitted with subtitles in English, French, or Arabic, depending on the original language.

3. Submission Procedures

3.1 Submission Period: Submissions close on the deadline specified on the official festival website. Any submission received after this date will not be accepted.

3.2 Submission Fees: Submission is free for this first edition.

3.3 Required Documents: Each submission must include the following:

  • Completed submission form.
  • Synopsis and director's biography.
  • Technical sheet and a copy of the director’s passport (for invitation procedures).
  • Secure viewing link.

4. Selection and Notification

4.1 Selection Process: The festival’s selection committee will screen all submitted films and select those meeting artistic and technical standards.

4.2 Announcement of Selected Films: Selected films will be announced on the official festival website, and directors will be notified by email.

4.3 Accreditations: Selected films grant accreditation for two team members (e.g., director and producer). Accreditations are strictly personal and non-transferable.

5. Permissions and Screening Conditions

5.1 Screenings and Use of Excerpts: By participating, rights holders authorize the festival to screen the film as part of the official competition and additional screenings, subject to the participants' explicit consent. The festival may also use excerpts (up to one minute) for promotional purposes.

5.2 Publication and Distribution: The festival reserves the right to publish information on selected films in its catalog and digital platforms. In the absence of written notification one month before the festival begins, this authorization is implied.

5.3 Promotional Commitment: Participants agree to the use of their image in reports and promotional materials.

6. Invitations and Logistics

6.1 Coverage: One representative per selected film may receive travel and accommodation support, depending on the arrangements made with festival partners.

6.2 Visa Assistance: The festival can provide an invitation letter to facilitate visa procedures, but participants are responsible for their travel documents.

7. Prizes and Awards

7.1 Official Prizes: The awarded prizes include:

  • Gourara d'Or for Best Short Fiction Film.
  • Gourara d'Or for Best Short Documentary.
  • Tinerkouk Award for Best National Short Film.
  • Best Acting Award.

7.2 Jury Decisions: Jury decisions are final and cannot be appealed. A representative’s presence is required to receive the prize.

7.3 Award Mentions: Award winners agree to mention the prize in any future promotion of the film.

8. Legal Provisions

8.1 Commitment to Rights: Participants commit to submitting works that comply with current laws and international conventions on intellectual property.

8.2 Prohibition of Unauthorized Promotion: The distribution of unauthorized promotional material (posters, flyers, promotional items, etc.) at festival venues is prohibited. Cleaning or repair costs in case of non-compliance will be charged to the participant.

8.3 Rule Compliance and Exclusion: Any violation of these rules or breach of public order may result in immediate, temporary, or permanent exclusion from the festival.

9. Final Provisions

9.1 Modification of Rules: The festival reserves the right to amend these rules. Any changes will be published on the official website.

النظام الداخلي للمسابقة

الدورة الأولى من مهرجان تيميمون الدولي للفيلم القصير

1. الأحكام العامة

1.1 هدف المسابقة: تُخصص الدورة الأولى من مهرجان تيميمون الدولي للفيلم القصير للأفلام القصيرة الأفريقية. يسلط المهرجان الضوء على المواهب الناشئة في القارة، ويعزز التبادل بين المبدعين الأفارقة والمحترفين في صناعة السينما.

1.2 التنظيم: ينظم المهرجان من قبل مفوضية المهرجان الثقافي الدولي للفيلم القصير في تيميمون تحت إشراف وزارة الثقافة والفنون الجزائرية.

1.3 قبول الشروط: المشاركة في المسابقة تعني قبول هذه اللوائح بالكامل. يمكن أن يؤدي عدم الامتثال إلى استبعاد فوري.

2. شروط المشاركة

2.1 معايير الأهلية: تفتح المسابقة للأفلام القصيرة التي أخرجها مخرجون أفارقة أو التي تم إنتاجها من قبل فرق إنتاج أفريقية في الأغلب.

2.2 الإنتاج الحديث: يقتصر التأهل على الأفلام التي تم إنتاجها في السنتين الأخيرتين، أي خلال الـ 24 شهرًا التي تسبق موعد المهرجان. الأفلام التي عُرضت في مهرجانات أخرى في الجزائر أو المتاحة عبر الإنترنت غير مؤهلة.

2.3 الفئات المقبولة: تشمل المسابقة الأفلام القصيرة من نوعي الخيال والوثائقي، بمدة تتراوح بين 10 و40 دقيقة، بما في ذلك الاعتمادات.

2.4 الترجمة: يجب أن تكون جميع الأفلام مصحوبة بترجمة إما بالعربية أو الإنجليزية أو بالفرنسية حسب اللغة الأصلية للفيلم.

3. شروط التقديم

3.1 الموعد النهائي للتقديم: يتم إغلاق التسجيلات في التاريخ المحدد على الموقع الرسمي للمهرجان. لن يتم قبول أي تقديم بعد هذا التاريخ.

3.2 رسوم التقديم: التقديم مجاني لجميع المشاركين في هذه الدورة الأولى.

3.3 المستندات المطلوبة:

  • نموذج تقديم مكتمل.
  • ملخص وسيرة ذاتية للمخرج.
  • ورقة تقنية ونسخة من جواز سفر المخرج (للأغراض الدعوية).
  • رابط عرض آمن.

4. الاختيار والإخطار

4.1 عملية الاختيار: ستقوم لجنة اختيار المهرجان بمراجعة جميع الأفلام المقدمة وتختار تلك التي تلبي المعايير الفنية والفنية.

4.2 إعلان الأفلام المختارة: سيتم الإعلان عن الأفلام المختارة على الموقع الرسمي للمهرجان، وسيتم إخطار المخرجين عبر البريد الإلكتروني.

4.3 الاعتمادات: يمنح كل فيلم مختار اعتمادًا لشخصين من فريق العمل (مثل المخرج والمنتج). الاعتمادات شخصية وغير قابلة للنقل.

5. التصريحات وشروط العرض

5.1 العروض واستخدام المقاطع: من خلال المشاركة، يمنح أصحاب الحقوق المهرجان الإذن بعرض الفيلم كجزء من المسابقة وفي العروض التكميلية، بشرط الحصول على الموافقة الصريحة. قد يستخدم المهرجان أيضًا مقاطع من الفيلم (حتى دقيقة واحدة) لأغراض ترويجية.

5.2 النشر والتوزيع: يحتفظ المهرجان بالحق في نشر معلومات حول الأفلام المختارة في كتالوجه ومنصاته الرقمية. إذا لم يتم إخطار المهرجان خطياً قبل شهر من بداية المهرجان، يعتبر هذا الإذن ضمنيًا.

5.3 الالتزام بالدعاية: يوافق المشاركون على استخدام صورتهم في التقارير والمواد الترويجية.

6. الدعوات واللوجستيك

6.1 التغطية: قد يحصل ممثل واحد عن كل فيلم مختار على دعم لتغطية نفقات السفر والإقامة، وفقًا للاتفاقات المبرمة مع شركاء المهرجان.

6.2 مساعدة التأشيرة: يمكن للمهرجان تقديم خطاب دعوة لتسهيل إجراءات التأشيرة، لكن المشاركين مسؤولون عن إدارة وثائق السفر الخاصة بهم.

7. الجوائز والتكريمات

7.1 الجوائز الرسمية:

  • غورارا الذهبية لأفضل فيلم قصير خيالي.
  • غورارا الذهبية لأفضل فيلم قصير وثائقي.
  • جائزة تينركوك لأفضل فيلم قصير وطني.
  • جائزة أفضل أداء.

7.2 قرارات لجنة التحكيم: تعتبر قرارات لجنة التحكيم نهائية وغير قابلة للاستئناف. ويجب حضور ممثل عن الفيلم لتسلم الجائزة في الحفل.

7.3 الإشارة إلى الجائزة: يلتزم الفائزون بالإشارة إلى الجائزة في أي ترويج مستقبلي للفيلم.

8. الأحكام القانونية

8.1 الالتزام بالحقوق: يتعهد المشاركون بتقديم أعمال تلتزم بالقوانين المعمول بها والاتفاقيات الدولية المتعلقة بالملكية الفكرية.

8.2 حظر الترويج غير المصرح به: يُحظر توزيع المواد الترويجية غير المصرح بها (مثل الملصقات والنشرات والعناصر الترويجية) في أماكن المهرجان. سيتم تحميل المشارك تكاليف التنظيف أو الإصلاح في حالة عدم الامتثال.

8.3 الامتثال والاستبعاد: قد يؤدي أي انتهاك لهذه اللوائح أو الإخلال بالنظام العام إلى استبعاد فوري، سواء مؤقتًا أو دائمًا، من المهرجان.

9. الأحكام النهائية

9.1 تعديلات على النظام: يحتفظ المهرجان بالحق في تعديل هذه اللوائح. سيتم نشر أي تغييرات على الموقع الرسمي.
